Foster Care Supervisor - Children's Hope Alliance (Raleigh, NC)

Using the Teaching Family Model the Foster Care Supervisor provides primary supervision of case management services for children and youth placed in Children’s Hope Alliance foster care programs, including family foster care, therapeutic foster care, and IAFT. Foster Care Supervisors are accountable for ensuring services are rendered according to accreditation, licensing, & regulatory standards. Foster Care Supervisors are accountable for ensuring key performance indicators are met for the program. Foster Care Supervisors are accountable for ensuring Children’s Hope Alliance values and principles are carried out in the program, this includes, but is not limited to, fiscal responsibility, being outcome-driven, family & child centered, and mission oriented.

Principal Duties and Responsibilities:

Administrative Management

Serve as a member of the department leadership team. Participate in the departments daily operations call.

Responsible for ensuring the program census is maintained within agency approved budgets.

Ensure Teaching Family Model is implemented in the program, including key elements of facilitation administration (training, coaching, & evaluation).

Complete all preservice training in required time frames. Annually complete 24 hours of required training, including training in the Teaching Family Model.

Use agency assigned performance tracking tools to monitor and correct performance.

Ensure the program operates according to the Program Manual.

Attend to Business Relations: primary focus will be on developing formal partnerships with referral sources, soliciting feedback from stakeholders, and establishing lines of communications that improve the working relationship between the organization and its customers with the goal of connecting children to licensed families with the organization.

Collaborate with training and licensing staff the foster parent in-service training schedule.

Responsible for screening referrals, coordinating placement activities with case managers, and when necessary assisting with placements.

When necessary provide case management services, entering the rotation in the event of staff crisis (illness, injury, other absence) or team vacancy.

Facilitate a monthly case consultation meeting. Ensure the agency approved professional agenda is followed. Ensure Teaching Family Model interventions are reviewed in the meeting, and agency approved clinical measure tools are being used by staff to assess client disposition.

Demonstrate cultural and age specific competency.

Foster Family Supervision

Complete one phone contact a month with at least one family per Case Manager.

Complete a home visit quarterly with at least one family per Case Manager.

When screening potential placements evaluate foster parent skill level to assure best placement match with foster families and children.

When necessary assist Recruiter/Trainer to assess skill set for potential foster family prior to licensing.

Evaluate skill level of foster parent by reviewing quarterly licensing visit with foster care case managers.

Assist with monthly in-service training for foster parents.

Serve as a primary evaluator of families being certified in the Teaching Family Model.

Staff Supervision Responsibilities:

This position is responsible for overall direction, coordination, and evaluation of subordinate employees in accordance with the organization’s policies & procedures, and applicable laws.

Oversee professional develop plans for Case Managers. Manage to plan by conducting and documenting a monthly individual supervision. Review annual training requirement with staff on a monthly basis. The program supervisor is accountable for any subordinates who do not complete annual required training on time and with an acceptable score.

Conduct at least one group supervision per month to provide a forum for facilitative administration. Use agency approved performance tracking tools to address areas of concern, focus, and coaching. Lead staff appreciation activities.

Assist the Program Manager & Human Resources Department in the recruitment, screening, and hiring of staff.

Review staff documentation to ensure compliance with policy & procedure. Report any non-compliance to the Program Manager. Provide training and coaching to staff who are non-compliant. Conduct formal performance discussions when staff do not show improvement after receiving remediation training and coaching.

Evaluate cultural and age specific competency for supervises.

At hire a staff member will attend supervision meeting with Foster Care Supervisor and one group supervision meeting.

Annually the supervisor will attend clinical staff and group supervision meetings to assess staff skill level in these areas.

Create the regional on-call schedule for staff and serve in on-call rotation for urgent issues in foster care programs.

Assign additional duties to case managers when staff are not at full capacity. Duties include, but are not limited to: training, licensing, and recruitment activities.

 KNOWLEDGE AND SKILL REQUIREMENTS:

Education:

Bachelor's degree from accredited college or university in Psychology, social work, or related field

Previous work experience in a related field

Prefer three years’ experience in foster care case management and/or supervisory experience in case management/social work or Master’s degree in human services

Qualified Professional (QP) child specific certification required
